ethnic mobilization- probably just stick with Hawaii and not Belgium on this one but just giving some extra info here 

Who- king leopold II, the usa. The locals in hawaii v. The haoles.

What – sending people to work because you could not get the natives to work, such as in hawaii when they had enough of what they needed already or in the congo with king leopold when the natives were dying off because of overworking.

When -1800s ish

Where – hawaii, the congo

Why- By 1890, Leopold's regime and the concessions were paying Congo chiefs to supply "volunteer" workers. The Congo Free State also purchased or forcibly took slaves from Muslim slave traders to work as laborers or soldiers.
